(1) Vendor needs to provide electronic title services (ETS) solution.– The ETS will enable licensed motor vehicle dealers to submit title applications electronically from their dealer management systems (DMS) directly to the clerk of courts via the automated title processing system.– Integrate diverse Dealer Management Systems.– Enable electronic submission of title transactions by motor vehicle dealers to clerks of courts.– Reduce paper processing, manual data entry, and turnaround time for title issuance.– Ensure full compliance with all statutory and data security requirements.– Provide a scalable and flexible platform that accommodates future title transaction types.(2) All the questions must be submitted no later than November 26, 2025.
