DESCRIPTION

Boulder County Public Health requires an Electronic Health Record (EHR) system to support multiple teams including Immunization, Children with Special Needs, IECMHC, WIC-LC, Genesis, and NFP. The system must include a client portal, automated notifications, clinic management, referral tracking, bi-directional integration with the Colorado Immunization Information System (CIIS), and comprehensive billing features. The project is expected to start in January 2027 with a phased implementation through July 2027. The vendor must meet strict IT and cybersecurity requirements, including HIPAA compliance and data ownership.

KEY REQUIREMENTS

Must meet IT & Cybersecurity requirements outlined in Exhibit C
Must be able to download and own the data
Must have an offline mode for visits without internet access
Must integrate with Boulder County's Active Directory via SAML for multi-factor authentication
Must provide evidence of a security program
Must be willing to participate in a security assessment by Rule4
Must be able to migrate data from existing software
Must provide bi-directional, real-time integration with Colorado Immunization Information System (CIIS)
Must provide HIPAA Business Associate Agreement
