(1) Vendor needs to provide electronic health record solutions. – End–to–End Electronic Health Record (EHR) functional requirements (clinical, operational, revenue cycle), including the ability to host informed consent documents, retain associated signatures, record the validity date of each informed consent form (ICF), and store these documents within the EHR. – EHR must have a native patient portal with secure messaging and self–scheduling capabilities, along with end–to–end revenue cycle support from registration through billing – EHR must support complete clinical documentation across ambulatory, inpatient, and detention–health settings – EHR must include robust public and population health workflows, embedded decision support tools, and a platform capable of managing the operations and outcomes of an accountable care organization – Record completion, deficiency management, chart tracking, and release of information – Capturing anesthesia documentation, vitals, meds, and billing data – Pharmacy inventory control with automated dispensing cabinet integration – Outpatient therapy evaluations, plans, and treatment notes – Scheduling, regimen management, chair management, and infusion documentation – Ability to securely and safely host telehealth virtual visits, including documenting informed consent, device data ingestion, and monitoring programs for remote care with reliable data entered into the record (2) All the questions must be submitted no later than December 5, 2025. (3) A non–mandatory pre–proposal meeting will be held on December 3, 2025.
