KEY REQUIREMENTS

Submit an electronic copy of the insurance certificate meeting contract requirements
Provide resumes of all proposed superintendents and foremen, including certificates of fitness and relevant project experience
Ensure a minimum of two journeyman linemen with certificates of fitness are included in the submittal
Submit a copy of the bond document indicating the surety company to be used, which must be accepted by the US Department of the Treasury
Provide a list of electric utility distribution, transmission, and substation construction projects completed in Alaska in the last three years
Submit a copy of the contractor's current financial statement, including balance sheet and income statement
Provide an inventory of available outside electrical line construction equipment (vehicles, tools, etc.)
Submit a written plan, including personnel and telephone numbers, for responding to and cleaning up hazardous material discharges
Provide copies of the Alaska Business License, Alaska Contractor's License, and company-employed resident Alaska Electrical Administrator's License (Unlimited Linework Category) with proof of employment
Submit a list of key personnel designated for after-hours project follow-up and emergency response, including business, home, and cellular numbers
Provide a copy of the OSHA 300 summary page and Recordable Incident Rates for the previous two calendar years
Submit MEA's Contractor Safety Review forms

TIMELINE

The pre-qualification submittal period is open from November 25th, 2025 through December 31st, 2027.

Owner will not award a project or accept work on subdivisions or owner builds after January 1st, 2026, unless a contractor is qualified and a party to the Contract.

Contractor's ability to be awarded a project after January 1st, 2026, is dependent upon MEA's acceptance of qualifications and execution of the Contract.

Contractors submitting documents should allow at least seven (7) calendar days for Owner to review submittals.
