DESCRIPTION

The agency seeks a vendor to provide education, outreach, community engagement, research, evaluation, and technical assistance across several programs, including green labeling, BAMBE, and the Efficiency and Sustainable Energy (EASE) home programs. Services will support program implementation and focus on energy efficiency, electrification, green building practices, health, and resilience.

The selected vendor may support program outreach and event partnerships, including connecting with community organizations for tabling, presentations, and event promotion; conducting in-person outreach through door knocking, canvassing, and events; and explaining program benefits, eligibility requirements, and enrollment steps. The vendor may also develop and deliver continuing education and training for real estate professionals, architecture and design professionals, and home and building insurance professionals.

Additional work may include conducting a multifamily program market study, surveying small below-market-rate property owners, assessing existing green labeling training and certification offerings, identifying market gaps, and performing general program research and evaluation through surveys, interviews, and focus groups. Questions must be submitted by October 9, 2026, and a pre-bid meeting is scheduled for September 22, 2026.
