Early Literacy and Mathematics Screening System

A government authority in Oklahoma is seeking a vendor to provide an early literacy and mathematics screening system for students in kindergarten through fifth grade. The system must be capable of identifying reading and math deficiencies, including characteristics of dyslexia and dyscalculia, and must deliver valid, reliable, and actionable data to support student intervention and instruction.

The requested solution must support identification of students in kindergarten through third grade who may be at risk for reading difficulties and students in second through fifth grade who may be at risk for math difficulties. The screening instruments must be valid and reliable for their intended purposes, appropriate for universal screening use through the middle grades, and capable of providing timely results to teachers, administrators, parents, and legal guardians. The system must also integrate with reading and math curriculum for kindergarten through grade 5.

In addition, the vendor must design, develop, and maintain a reporting feature that captures and reports all required components of the Student Literacy Intervention Plan (SLIP) as required by the agency. Evaluation will focus on identification accuracy, validity and reliability, concurrent validity, instructional relevance, alignment to evidence-based reading instruction, universal screening applicability, ease of administration and use, and data accessibility and integration. The contract term is expected to be five years, and questions are due by August 10, 2026.
