The state of California is seeking a vendor to provide an electronic citation (e-citation) system software designed to support mobile ticketing, ticket management, and comprehensive reporting. The software solution should enhance current processes and meet future business needs, particularly for law enforcement activities such as e-ticketing, citation write-ups, and crash documentation. Key objectives include reducing the time required for patrol officers to record and deliver citations, improving efficiency during traffic stops, and increasing safety by minimizing the duration of officer stops.

The system should facilitate the timely provision of citation data to justice, circuit, and municipal courts, as well as enable data mining and analysis for improved insight into citation records. It must also support both mobile and desktop applications, include a court export module, and offer interfaces to output citation and collision records to the Records Management System (RIMS). Project management and comprehensive training for all deployed systems are required, along with support for system upgrades as they become available.

Mandatory state reporting capabilities must be included, streamlining the citation administration process for patrol officers and supporting timely and accurate submission of required information. The contract period for this project is set for four years.
