DESCRIPTION

The State of Vermont seeks a vendor to provide comprehensive production, printing, and distribution services for driver's licenses and identification cards. The solution should deliver reliable, high-quality credentialing services for all qualifying individuals, including those under and over the age of twenty-one. Credentials for individuals under twenty-one, as well as select government-issued credentials, must be produced in a vertical format with unique visual designations, while those for individuals aged twenty-one and over must be produced in a horizontal format.

The scope of work includes the design and base development of multiple credential types, allowing for customization to fulfill specific programmatic or regulatory needs. The vendor is responsible for all identification document and credential printing, management of Commissioner signature updates on credentials (including fixed-price options for changes), and the creation of voter ID designations. Professional services for credential design, ongoing maintenance, support, and handling of printing and distribution operations are also required.

The contract will span five years. Queries related to this opportunity must be submitted by June 4, 2026.
