DESCRIPTION

This RFP seeks a creative consultant to develop a comprehensive Vision and Action Plan for a downtown area spanning approximately 40 blocks. The selected firm will guide physical and cultural development, address barriers identified in the Strategic Plan, and engage the community and stakeholders to foster a unified vision that supports collaboration and revitalization.

Key responsibilities include identifying catalytic projects, redevelopment opportunities, and strategic investments to enhance downtown identity, economic competitiveness, and the overall urban experience. The consultant is expected to introduce forward–thinking strategies and industry best practices informed by successful downtowns nationally and internationally, ensuring the plan is adaptable and leverages local assets.

The scope involves producing an actionable implementation strategy with clear priorities and measurable goals, along with tools for tracking progress. A comprehensive financial strategy for prioritized projects must be developed, incorporating funding through grants, public–private partnerships, and municipal resources. The consultant will also create visual aids—including infographics, maps, and charts—to support decision-making and communicate the vision through engaging public-facing materials such as illustrated handouts or short videos.
