The selected independent contractor will provide expert analysis and evaluation of distribution capital reliability spending for a government authority in Columbus, Ohio. Responsibilities include reviewing, analyzing, and evaluating background materials related to distribution reliability, specifically focusing on reliability metrics, capital spending for distribution and grid modernization, and capital planning processes.
The contractor will assess and critique materials submitted by the Utility and other parties in relevant proceedings, including applications, work papers, and supporting testimonies. There will also be a requirement to review and critique agency staff reports, work papers, and testimonies regarding distribution capital spending as related to reliability. The expert must be capable of preparing thorough objections to staff reports as necessary.
In addition, the contractor will be expected to prepare and present written direct and, if needed, rebuttal testimony at hearings, complete with supporting schedules and investment justifications. This engagement will span a one-year contract period, and contractors should possess substantial experience in evaluating distribution reliability for utilities. All questions pertaining to this RFP must be submitted by June 8, 2026.
