DESCRIPTION

The state is seeking a vendor to provide a digital spend management platform that offers secure participant access to allocated funds. The platform must restrict purchases exclusively to authorized goods or services and allow agencies to set participant spending limits. It should facilitate the reservation and encumbrance of funds for pending transactions and support configurable approval workflows, expiration and reversal rules, and comprehensive audit trails for all reserve actions.

The solution must restrict transactions to approved vendors or merchant categories, capture and retain transaction documentation and receipts, and maintain a full audit trail of all activities. Effective controls are required to identify and flag potentially inappropriate or unauthorized transactions, offering configurable alerts, exception reporting, and administrative review capabilities. Purchasing controls must be configurable by service category and funding type, with the correct funding source assigned according to participant and service attributes.
