DESCRIPTION

The issuing organization is seeking a service provider to develop a digital monitoring, evaluation, and learning system with an integrated dashboard. The platform will support Phase II implementation and sustainable landscape development by centralizing data management, standardizing data collection, improving data visualization, and facilitating evidence-based decision-making.

The system will be an authenticated, non-public web application accessible to authorized users and partners through role-based permissions. It must operate with a supported Linux operating system and use open-source technologies and components in accordance with the project’s open-source software policy. The provider will document the proposed application framework, database, dashboard and visualization technologies, GIS components, operating system, web server, third-party libraries, analytics tools, monitoring tools, and other dependencies.

The provider will also prepare the application data model, end-to-end data-flow diagrams, preliminary data dictionary, interface specifications, and integration architecture. Required design outputs include UI/UX wireframes and a clickable bilingual prototype covering login, data entry, evidence submission, review and approval, aggregation, dashboards, GIS, reporting, data export, user administration, and system configuration. A pre-bid conference is scheduled for September 30, 2026.
