DESCRIPTION

The Town is seeking a vendor to provide development advisory, funding strategy, and procurement management services in support of a municipal development initiative. The selected firm will advise on the preparation and review of solicitation documents, including the RFQ and RFP, prior to public release to help ensure compliance with applicable procurement law, the Town’s procurement policy, and recognized best practices.

The scope includes advising on evaluation criteria, evaluation methodology, and scoring frameworks, as well as reviewing addenda, question-and-answer correspondence, and evaluation team instructions for legal compliance. The consultant will also provide guidance on commercial terms suitable for a municipal public-private partnership or development agreement, review proposed contract amendments submitted by proponents during the procurement process, support the Town’s Project Manager during negotiations with the selected proponent, and review notifications to proponents at the conclusion of each stage before issuance.
