DESCRIPTION

The vendor will provide a decentralized federated learning and real-time data assurance solution to operationalize artificial intelligence and machine learning capabilities across geographically dispersed tactical edge nodes, including ships, submarines, and shore stations operating in bandwidth-constrained and contested environments.

The solution must include a decentralized federated learning framework deployed on small-form-factor appliances. These edge nodes will train AI models locally using organic sensor feeds and transmit only lightweight model outputs and data updates to the cloud enterprise for aggregation, transformation, fusion, and dissemination.

The platform must also incorporate an AI-driven data quality and anomaly detection layer at the edge. This layer will autonomously identify, flag, and remediate signal dropouts, telemetry drift, and corrupted data feeds before they can degrade downstream model performance. The solution is intended to support continuous, trustworthy AI maturation while minimizing tactical bandwidth utilization and maintaining strict operational security.
