The State of Ohio is seeking a vendor to provide comprehensive debt management software to enhance the management, analysis, and reporting of its entire debt portfolio. This solution must support all key functions related to debt issuance, management, analysis, and reporting, encompassing a wide variety of debt instruments such as fixed rate, variable rate, refunding, cash defeasance, temporary financing, and short-term debt.
The software should enable the state to perform projections and preliminary sizing, estimate sources and uses of funds, calculate issuance costs, and project interest rates by maturity. Essential features include the maintenance of detailed debt payment schedules, tracking of bond spending, calculation of year-end adjustments for each bond issue and loan, as well as tracking actual debt payments by bond, principal, interest, and date. The system must also generate invoice templates for departmental debt service payments.
Additionally, robust analytical capabilities are required, including pro-forma amortization schedules, multi-year debt forecasting for capital improvement budgets, debt capacity and cash flow analysis by repayment source, debt burden assessments in accordance with rating agency standards, and comprehensive refunding analysis.
