DESCRIPTION

The Public Employees Retirement Solution (PERS) is soliciting quotes for an independent third-party death registration service. The solution must allow PERS to transmit pension roll data as batch file fact-of-death queries to participating vital records offices and receive reports, as well as perform individual searches. The service will be used by approximately ten PERS staff members to identify deceased benefit recipients and prevent overpayment. The initial contract term is four years with optional annual renewals up to ten years.

KEY REQUIREMENTS

Must comply with Oregon's Statewide Information Security Plan and IT Control Standards
Must meet or exceed NIST SP 800-53 (revision 5) Moderate/High security controls

Must provide MFA support for Agency staff
Must support integration of application logs into Agency's SIEM platform
Must maintain a documented, organization-wide Information Security Program aligned with industry frameworks
Must provide proof of current GovRAMP Authorized status or submit a completed Statewide Security Standards Spreadsheet
Must maintain Professional Liability Insurance of at least $1,000,000 per occurrence
Must maintain Network Security and Privacy Liability Insurance of at least $1,000,000 per claim or incident
