DESCRIPTION


The agency is seeking proposals for the design and deployment of a cybersecurity satellite system, focused on innovative research and development within a laboratory environment. The platform should provide a flat satellite design to facilitate cybersecurity experimentations, including the development and demonstration of advanced cybersecurity protection mechanisms.

Proposals should feature a hardware configuration that supports a simple plug-and-play connection for cyber instrumentation, enabling seamless integration of devices such as oscilloscopes and signal analyzers for testing purposes. The system must accommodate more than two payloads, with each additional payload enhancing the realism and technical depth by broadening the validation space for cybersecurity measures.

A modular, reconfigurable, and reprogrammable software architecture is required, supporting both software/firmware patching and hardware component replacement. The satellite must also include a telemetry, tracking, and command module with wired access, as well as a remote-access environment for cybersecurity competitions and training exercises—cultivating a space for controlled access, safe scenario orchestration, and instrumented telemetry for learning and validation. Administrative functions for health monitoring, configuration, and secure updates should be accessible via a wired interface. The entire platform should fit within a 2.5m x 2.5m laboratory area. The contract period is set for one year.
