DESCRIPTION

The agency is seeking proposals from qualified and experienced vendors to provide a comprehensive Cybersecurity Incident Response retainer for a six-year contract. The selected provider will ensure rapid and reliable access to qualified incident response professionals during cybersecurity events, such as ransomware attacks, data breaches, and denial-of-service incidents. A retainer model must be established that incorporates clear activation procedures, defined service levels, escalation processes, and predictable pricing structures.

In addition to incident triage and response support, the contract includes ongoing value through readiness activities in non-incident years, such as tabletop exercises and maintenance of the incident response plan. Post-incident activities and storage and processing of incident-related data within Canada (unless expressly authorized otherwise) are also in scope. Services explicitly outside the scope include managed security services, IT operations, technology implementation, ongoing monitoring, communication, public relations, and penetration testing.

Vendors must guarantee the availability of qualified incident response personnel and prioritize agency incidents over non-retainer clients. All questions related to this RFP must be submitted by July 3, 2026.
