Summary:

Vermont seeks a vendor to provide a Vocational Rehabilitation Customer Relationship Management System with robust case management and federal reporting features.

(1) Vendor needs to provide customer relationship management system– Provide a Vocational Rehabilitation Customer Relationship Management System (CRMS).• Functional Requirements– Support full case management, eligibility determination, service plans, education and employment plans tracking, services tracking including authorizations and payments, data collection for federal reporting, and quality oversight by meeting specific business practices and process flows. – Support the storage of all artifacts of a client case, including large files. – Secure access for State Staff to use from any location to perform real–time case management with electronic availability of case documents – Have system process flows to enable continued flow into the next phase bringing forward the needed data to that next process phase – Not lock out of any phases before or after a phase for updates, usage of data and viewing by approved Users, unless business rules require no modifications on a specific field at a specific point in a business flow. – System must provide an editable Unique ID field for RSA reporting purposes that can be maintained by the System – System must support different business rules for different statuses – System must allow cases to be organized into caseloads, and counselors to be assigned to caseloads. – System must track history of case assignments to caseloads, and caseload assignments to counsellors • Client Management – System will collect customer/client demographic information. – System must allow adaptation of look–up lists to use state–selected values (including but not limited to gender, ethnicity, disability) that are not equivalent to RSA– or ACL–reporting codes but can be mapped to them. – System must collect and store customer/client name history and chosen or preferred names (2) All the questions must be submitted no later than November 7, 2025 (3) The contract period will be for seven years.
