The state of West Virginia is seeking a qualified vendor to modernize its crash reporting and e-citation systems. The project encompasses software development, comprehensive testing, and end-user training to enhance system capabilities and streamline workflows.

Key deliverables include the creation and unit testing of customized objects such as forms, reports, and workflows, as well as the provision of complete software configurations. The vendor will be responsible for producing thorough test reports, including system, integration, security, performance, and user acceptance testing to ensure reliability and compliance.

In preparation for production and pilot launches, the vendor will develop training materials, conduct pilot training courses prior to user acceptance testing, and offer end-user training. Additional responsibilities include preparing an enterprise readiness plan and supporting the cutover to production for pilot implementation. The project also involves developing and unit testing interface and conversion programs, along with conducting multiple mock data conversions to ensure system accuracy and readiness.
