Contract Life Management System

The state of California is seeking a qualified vendor to develop a comprehensive Contract Life Management (CLM) System. This system will be designed to streamline and automate the entire contract lifecycle, including creation, review, approval, execution, ongoing monitoring, renewal evaluation, and archival. The CLM system must be user-friendly, scalable, and capable of supporting the needs of agency staff and external partners alike.

Key features of the required solution include automated alerts for RFP initiation and deadlines, auto-drafting of agreements based on negotiated terms, contract template management, electronic approvals, redlining and feedback mechanisms for vendors, and electronic signature capabilities. The system must facilitate the distribution of executed contracts, maintain robust tracking of contract performance, and support compliance monitoring. Upon contract completion or expiration, the system should efficiently terminate and archive agreements.

Additional system requirements include 24/7 access via desktop and mobile devices, drag-and-drop document uploads, role-based configurable dashboards, a centralized contract repository with version control and audit trails, and automated alerts for important deadlines, renewals, potential breaches, and contract thresholds. The system should also provide internal and external routing for review and approvals, ensuring efficient collaboration among stakeholders.
