Construction Project Management Services

A government authority in Turner, Oregon is seeking a vendor to provide construction project management services for bond- and grant-funded construction projects. The selected firm will serve in an owner's representative role, supporting project oversight from planning through construction.

During the project planning phase, the contractor will be expected to develop an overall construction project management plan, including a master schedule, cash flow projections, contracting strategy, and other program needs. The firm will also establish a reporting and communication system covering project progress, schedule, and financial status, with regular reporting that includes monthly bond budget reports, cash flow forecasts, change order logs, contingency tracking, documentation support, and financial materials suitable for School Board review.

In the implementation phase, the contractor will review and recommend payment of consultant billings and monitor the design process through a detailed schedule of responsibilities and critical dates. During the bidding and award phase, the firm will consult with the district and design team on bid preparation, bidding strategy, and bid evaluation. The scope also includes support during the construction phase. Questions are due by August 14, 2026, and a mandatory pre-bid meeting will be held on August 5, 2026.
