Construction of New Child Development Center, Fort Hamilton, NY

The U.S. Army Corps of Engineers, New York District, is soliciting proposals for the construction of a new Child Development Center at Fort Hamilton, NY. The project includes a 16,632 square foot facility designed to serve children aged 6 weeks to 5 years, as well as adjacent outdoor play areas totaling 16,667 square feet. The center will encompass all required program spaces, including kitchen facilities, building information systems, fire protection and alarm systems, Intrusion Detection System (IDS) installation, and Energy Monitoring Control Systems (EMCS) connections.

Outdoor spaces will be outfitted with age-appropriate child development equipment, safety surfacing, and fencing. Supporting infrastructure includes site development, utility connections, lighting, paving, parking, walkways, curbs and gutters, storm drainage, Low Impact Development (LID), landscaping, and signage. The project scope also includes the installation of information, video monitoring, alarm, and intercom systems, with heating and air conditioning provided by self-contained systems. All construction must comply with Department of Defense Minimum Antiterrorism Force Protection standards and include accessibility for individuals with disabilities, cyber security measures, and sustainability and energy efficiency features.

This solicitation will follow the one-step Best Value Trade-Off (BVTO) acquisition method and is expected to be advertised as an unrestricted opportunity.
