Computer Aided Dispatch and Records Management System Implementation and Support Services

The agency is seeking a consultant to assist its department with the selection, implementation, and support of a new Computer Aided Dispatch (CAD) and Records Management System (RMS). The engagement includes conducting a comprehensive needs assessment, supporting procurement activities and contract negotiation, overseeing implementation, and providing post-implementation support.

The selected consultant will analyze the agency’s current CAD and RMS environment, engage stakeholders such as dispatchers, officers, administrative personnel, and IT staff, and identify operational needs and pain points. The consultant is expected to prepare a detailed findings and recommendations report and provide a comparative analysis of proposals received during the procurement process.

During implementation, the consultant will monitor progress to help ensure adherence to schedule and budget, while overseeing system integrations, data migration, and required customizations. The scope also includes user training, development of training materials and documentation, and ongoing support to help staff become proficient with the new system. Extensive experience with CAD and RMS systems, preferably in law enforcement environments, and strong written and verbal communication skills are required.
