The issuing organization is seeking a comprehensive learner record and learner employment solution to support students across a 13-college system. The solution is intended to capture learning from formal coursework, co-curricular activities, and work-based learning experiences, while providing students with portable digital records of their achievements.

The environment includes Ellucian Banner as the official student information, financial aid, human resources/payroll, and finance system of record. The system also supports teaching, learning, and academic operations for faculty and students across the colleges, with many D2L courses integrated with external publisher platforms such as Pearson, McGraw-Hill, and Cengage, where coursework and assessments occur and grades are synchronized back to D2L.

The requested solution should allow achievements earned at any of the colleges to be included in a student’s digital record. It should also support verification of credentials, skills, and competencies by employers and educational institutions, while enabling stackable credentials, micro-credentials, and alternative learning pathways.
