DESCRIPTION
The agency is seeking a qualified communications consulting firm to support and facilitate the community engagement component of its upcoming strategic planning process. The selected firm will develop and execute a comprehensive engagement plan designed to involve the full diversity of the agency community.
Services will include conducting approximately 20 to 30 small-group, in-person focus group interviews of approximately 90 minutes each; maintaining verbatim recordings of all focus group sessions; and conducting individual interviews with key stakeholders, with detailed summaries or verbatim transcripts provided where permitted. The consultant must remain flexible in scheduling interviews during normal workdays, evenings, and occasional weekends to maximize participation.
The firm will synthesize and analyze the engagement findings and present major themes to the steering committee for consideration in the strategic plan. All data, transcripts, and recordings collected during the engagement will remain the property of the agency. Questions must be submitted no later than September 23, 2026.
