SUMMARY

Pennsylvania is seeking a vendor to deliver coding and automation services for multi-institution data extraction, transformation, file generation, and audit logging. The work centers on Parent and Child Data Lake alignment, standardized outputs, and repeatable automated reporting processes.

DESCRIPTION

The issuing organization in Pennsylvania is seeking a vendor to provide coding and automation services to support structured data extraction, transformation, and file generation activities. The work includes discovery, scheduling, and requirements confirmation to validate reporting cycles, snapshot and census logic, submission deadlines, timing dependencies, project cadence, communication protocols, environment access needs, and milestone-based acceptance criteria for a fixed-price engagement.

The selected vendor will be expected to complete source mapping and technical specification development for all required files, including field sources, business rules, transformations, and sample values. This includes documenting relevant Banner and third-party data sources. The scope also includes assessment of data availability and alignment within the PASSHE Insights Parent Data Lake and each participating institution’s Child Data Lake, along with configuration of mappings, crosswalks, and standardized output structures needed for automated extraction.

Additional responsibilities include building automated processes to extract, transform, schedule, and generate output files, as well as creating audit and error logging outputs aligned to defined file-level error rules. The project also requires validation that Parent Data Lake ingestion can automatically retrieve, store, and align audit datasets produced in Child Data Lakes, while ensuring repeatability and consistency across multiple institutions through common metadata, scheduling, and implementation patterns.

A pre-proposal conference is scheduled for July 30, 2026. Questions are due by August 3, 2026.
