Ireland is seeking a qualified vendor to provide the implementation, maintenance, and support of a cloud-hosted Learning Experience Platform (LXP) and related services. The selected provider will enter into a Single-Party Framework Agreement with the contracting authority to deliver a robust, scalable solution tailored to organizational learning needs. Both vendor-hosted and self-hosted deployment options may be considered.

Key elements of the engagement include full platform implementation, seamless migration of legacy data from existing learning systems, and the establishment of strong data governance, cybersecurity measures, continuous monitoring, and incident response protocols. Additionally, the platform must support effective communication between instructors and students through integrated messaging, discussion forums, and announcements. Automated reminders, delivered via email and the platform, are required to notify both instructors and students about upcoming or overdue assignments and papers.
