DESCRIPTION
The organization is seeking a vendor to implement a cloud-hosted business information system. The proposed solution must be offered as either a Software-as-a-Service (SaaS) or as a managed cloud solution, with all personal data hosted, processed, maintained, stored, and backed up exclusively within the European Economic Area (EEA).
The system must adhere to Web Content Accessibility Guidelines (WCAG) 2.1 AA or higher for all external-facing portals and user interfaces. It should support role-based access control across all system modules and portals, and offer multi-factor authentication for administrative and privileged users, including configurable MFA for external portal users. Tamper-evident audit logging is required for all data access, configuration changes, and user activities.
Vendors must demonstrate capacity to migrate data from the current registration system, including mapping, validation, test migration, reconciliation, and cutover planning. The solution should include secure document and evidence management, and provide portal access for applicants, registrants, recognized institutions, and approved training providers. Additionally, business continuity and disaster recovery processes should be documented, with clear Recovery Time Objective (RTO) and Recovery Point Objective (RPO) commitments.
