Cloud-Based Phishing Tool

A municipal buyer in Alberta, Canada is seeking a vendor to provide a cloud-based phishing tool delivered as a Software-as-a-Service solution. The selected vendor will be responsible for implementation and configuration of a dedicated platform that integrates with the city’s existing Google environment and supports ongoing phishing campaigns for all city staff.

The requested solution must automate the phishing simulation lifecycle, provide high-fidelity risk data, and require minimal manual intervention. It must integrate natively with the city’s Google Workspace tenant without requiring administrative credentials to be stored or managed within the platform. Additional requirements include the ability to synchronize and manage user groups, ensure campaigns are not flagged as spam by the city’s technology suite, create and run phishing campaigns, target selected individual users, and provide employees with a simple way to report suspicious emails.

The platform must also include a diverse library of phishing templates that reflect modern threat vectors, along with support for customizable phishing templates. The contract term is expected to be three years. A pre-bid meeting is scheduled for August 6, 2026, and questions are due by August 11, 2026.
