DESCRIPTION


The agency seeks a vendor to provide a fully managed, cloud-based platform for paperless medication guides and patient education materials. The solution will deliver agency-required information through QR codes printed on outpatient prescription labels, replacing the current paper-based workflow and giving Veterans digital access to medication information, instructional videos, transcripts, and administration instructions.

The platform must generate a unique QR code for each outpatient prescription, link Veterans to current agency-approved medication guides and education materials, and integrate with ScriptPro outpatient pharmacy automation and Cerner/Oracle Health workflows. Content must be available in English and Spanish, written at a fourth- to sixth-grade reading level, and include accessible videos, transcripts, images, and annual updates. Pharmacy staff must be able to opt Veterans out of electronic guides upon request, and no Protected Health Information may be encoded in or transmitted through the QR code.

The vendor will provide implementation and go-live support, staff training materials, technical assistance, data security and privacy controls, continuous cloud access, and at least 99% uptime. Support inquiries must receive a response within one business day.
