The required system should be an all-in-one electronic fingerprint capture platform, including mobile fingerprint scanners and a photo capture module, to enable seamless electronic processing of fingerprints. The solution must also include secure SaaS (Software as a Service) storage, allowing for comprehensive management, secure retrieval, and controlled dissemination of digital evidence, including still digital images and related documentation for youth in care.

Vendors must offer a fully integrated digital evidence management system that supports uploading, storing, retrieving, managing, redacting, and disseminating digital files. The software must interface with the Illinois State Police's Automatic Biometric Information System and support backend integrations via APIs with agency databases. It should maintain compatibility for demographic client validation through the criminal background check system, referenced by transaction control numbers. Additional requirements include video download functionality for external storage, maintaining data in non-proprietary formats, and proving authenticity for legal challenges. The portable fingerprinting devices must function with or without wired connections to state-owned laptops or mobile devices. The anticipated contract will span four years and require ongoing software maintenance, including defect fixes, database management, and application support.
