DESCRIPTION

The procuring organization seeks a vendor to provide a modern, unified, cloud-based enterprise resource planning (ERP) solution. The system must support financial management, budgeting and planning, procurement, human capital management, payroll, talent management, accounts payable, accounts receivable, fixed assets, general billing, cash management, bank reconciliation, pooled cash, and investment reporting.

The solution must include supplier registration and management, insurance certificate tracking, federal exclusion list screening, and electronic signatures for contracts and offers with completion certificates and audit trails. It must maintain a single worker record with position control and organization management, including independently elected offices as distinct units with separate security and approval authority. Mobile access for employee and manager self-service is also required.

The ERP must provide data conversion tools to support migration of county records from incumbent systems, records retention and disposition scheduling, and configurable workflow and approval routing. Required workflow features include delegation of approval authority and audit-logged approval histories. The contract period will be five years, and questions must be submitted by August 7, 2026.
