The contracting authority in Ireland is seeking a vendor to provide a comprehensive cloud-based HR management system combined with managed payroll software delivered as a service. The solution should include an applicant tracking system, job postings, social media integration, and online job applications with features such as auto-response and candidate pre-screening. It should enable selective access for staff to online applications, along with mechanisms for shortlisting applicants, interview scheduling, ranking candidates post-interview, and issuing regret and offer letters.
The platform must also support the storage of contracts and personnel documentation and include an e-signature facility for contracts and policies. Employee file access should be determined by user role. The HR system should facilitate salary adjustments (including parental leave and special leaves), social welfare receipts (e.g., maternity pay, illness benefit), amendments for shorter working years, superannuation contribution tracking, and pension records management. Additionally, the payroll component must support the timely download and incorporation of revenue payroll notifications, completion and upload of payroll files (including management of starters and leavers), and the provision of electronic payslips.
