The State of Wisconsin is seeking a secure, cloud-based fleet maintenance management software solution to manage its equipment, nonrevenue vehicles, and revenue service fleet. The desired system should operate entirely over a secure connection and facilitate comprehensive fleet tracking, including information such as vehicle ID, odometer readings, fuel and fluid usage, and date/time records.

The software must feature an open API, allowing for integration with third-party systems as needed. Security is a primary concern, so the solution should include multi-factor authentication (MFA) and enable single sign-on (SSO) via Azure Active Directory using open standards such as SAML or OAuth. Additionally, all cloud-stored data should contain no personally identifiable information (PII).
