Ontario is seeking a cloud-based Software as a Service (SaaS) solution for secure and efficient facial comparison application services. The required solution must be mobile-friendly, providing a consistent user experience and full accessibility across devices such as smartphones, tablets, and desktops.

Key requirements include robust data protection capabilities, governance protocols for audit accountability, and cybersecurity certification. The solution must offer comprehensive log-on security features to prevent unauthorized access to images and comparisons, along with mechanisms to automatically associate usernames with saved image searches. User authentication must occur before any image-related activity, utilizing secure integration with Microsoft Active Directory (AD) accounts via methods such as LDAPS, Kerberos, or Azure Active Directory (Entra ID), and support for two-factor authentication and Single Sign-On (SSO).

Data security and privacy are paramount, with all information required to be encrypted both in transit and at rest, and compliance with Ministry standards concerning data residency and adherence to relevant ISO standards. The selected solution provider must also ensure strong client support, giving the Ministry full agency over the application and its data.
