(1) Vendor needs to provide cloud–based facial comparison application solutions.– The Solution shall be a cloud–based Software as a Service (SaaS) model.– The Solution shall provide efficient and effective facial comparison services.– The Solution shall be mobile–friendly and shall include consistent experience and functionality across all platforms without limitation, including all accessibility features and settings.– The Solution shall have data protection capabilities and client support to ensure that the Ministry has full agency over the Solution.– The Solution shall have data oversight protocols to support governance and audit accountability.– The Solution shall have an application design that facilitates and supports security across all aspects and is cybersecurity certified.– The Solution shall provide sufficient log–on security features to prevent any unauthorized user to obtain, upload, verify or access images or image comparisons.– The Solution shall automatically associate a username with a saved image search.– The Solution shall have the ability to authenticate the user before providing the ability to obtain, upload, verify or access images or image comparisons by mobile device, tablet, and desktop.– The Solution shall ensure data security and privacy compliance with Ministry standards (e.g., data residency, encryption, ISO standards).– Data shall be encrypted while in transit or a rest.– The Solution shall include Single Sign–On (SSO) functionality and must support the use of the Ministry's Microsoft Active Directory (AD) user accounts.– The Solution can utilize either Lightweight Directory Access Protocol (LDAPS), Kerberos, or Azure Active Directory (Entra ID) with secure two–factor authentication.
