A public organization in Colorado is seeking a qualified vendor to deliver a cloud-based Enterprise Resource Planning (ERP) solution along with comprehensive consulting services. Key responsibilities include assessing existing business processes and systems across Finance (such as accounting, budgeting, AP/AR, payroll, procurement, grants, capital, and fixed assets) and Human Resources (including core HR functions, position management, talent acquisition, performance management, benefits and leave, time and attendance, and workforce analytics).

The selected vendor will be tasked with developing a comprehensive project charter and an integrated project plan for the ERP initiative. This includes facilitating interviews and workshops with stakeholders across Finance, HR, IT, Procurement, and other affected departments, as well as drafting an outcome-focused ERP RFP to support a competitive vendor selection process, encompassing both enterprise suite and best-of-breed options. Implementation advisory services will be provided, with emphasis on change management and redesign of the Chart of Accounts.

Additional expectations include the development of a documented ERP strategy and a roadmap, improved reporting and analytics capabilities, and a procurement strategy that evaluates enterprise versus best-of-breed approaches. The project plan should outline phases, milestones, critical paths, and staffing plans for all stages of the initiative. Established standards for project management and process mapping, such as PMBOK, PRINCE2, and BPMN, must be followed throughout the project.
