The selected vendor will deliver a cloud-based Enterprise Resource Planning (ERP) solution to potentially replace the current Oracle Fusion Cloud environment. The solution should be available as web-native SaaS hosted in the public cloud, or software hosted and managed in the vendor's private cloud or a third-party data center such as AWS or Azure. The provider will assume responsibility for all server management, including patching, backups, security updates, and database maintenance.
Key requirements of the project include comprehensive software, implementation, data migration, training, and ongoing support services for both financial management and Human Capital Management (HCM). The ERP must support multi-fund, multi-year accounting, automated inter-fund entries, encumbrance accounting, accounts payable, and sophisticated payroll functionalities such as retroactive pay calculations, pay spreading, and management of multi-role employees. Additional needs include robust accruals for sick and vacation leave, open enrollment processes, benefits management, and strong role-based security.
Vendors will also be expected to provide a detailed data migration strategy from the existing Oracle Fusion Cloud platform, as well as a comprehensive testing, validation, support, and maintenance model. The solution must support public-sector accounting and labor structures, and include structured planning for upgrades, go-live, and stabilization, with appropriate user training.
