(1) Vendor needs to provide cloud–based enterprise email marketing and newsletter platform. • The system should feature an intuitive, no–code design environment that allows users to easily create and edit emails, newsletters, and digital flyers using a simple drag–and–drop interface. • The platform must include a repository of on–demand templates and offer mechanisms to enforce visual identity guidelines. • This includes maintaining control over brand colours, logos, fonts, and layout styles to ensure consistent design across all communications. • Users must be able to define, filter, and save audience segments based on multiple criteria–such as roles, departments, regions, or attributes–and reuse these segments for targeted outreach in future campaigns. • The system should support multilingual content creation and provide automated translation tools to facilitate communication in English, French, Portuguese, and other languages, ensuring accessibility and inclusivity across Member States. • The platform must support multiple user roles and access levels, defining clear permissions for content creation, review, and publication • The platform should include functionality to plan and manage internal or external events–such as sending invitations, managing registrations, and issuing reminders or follow–up communications.
