(1) Vendor needs to provide cloud–based E–procurement platform.– Tools to create, publish, and manage bid documents, including the ability to issue real–time addenda and instant notifications to all registered bidders.– A secure, mobile–friendly interface for bidders to submit technical and financial proposals electronically with timestamped confirmations.– Support automated scoring against predefined mandatory and point–rated criteria.– Track contracts including term, options, warranties, and supplier performance.(2) All questions must be submitted no later than March 13, 2026.(3) A contract period will be for one year.
