The State of California is seeking qualified vendors to design, develop, and implement a modern, cloud-based Data Management System (DMS) to replace its existing legacy Microsoft SQL Server database. This initiative aims to establish a secure, scalable, and resilient data platform hosted on Microsoft Azure, supporting the state’s evolving data requirements, real-time analytics capabilities, and enhancement of public transparency.
The new DMS must be a comprehensive, cloud-native solution that streamlines data ingestion, automates quality control, and offers advanced analytics, robust reporting, and superior user accessibility. Key requirements include a modern web interface, real-time data processing, extensive API integration, and full support for regulatory reporting and audit readiness. The platform should also facilitate centralized management for various data types, provide seamless data migration and verified integrity for all historical ambient, meteorological, QA, and metadata records, and deliver continuous storage and archiving solutions.
Additionally, the system must enable cloud-based access without VPN requirements, support mobile and tablet usage, and integrate with platforms such as Snowflake, Microsoft Fabric, ESRI, Microsoft M365 (Excel, Word, Outlook, Teams, Loop, PowerPoint, Planner, Task, Microsoft Agents, GitHub, PowerBI), Asset Management/Work Order Systems, and Learning Management Systems. The project scope covers all phases, from requirements gathering and system design through migration, testing, deployment, training, and ongoing post-launch support.
