(1) Vendor needs to provide cloud–based data management system design, develop, and implement solution. • Design, develop, and implement a new Data Management System (DMS) for monitoring. • Requires a new cloud–based DMS to replace the legacy MS SQL Server database. • The new DMS must be modern, scalable, and incorporate robust cyber security features to efficiently support emerging data needs, real–time analytics, and enhanced public transparency. • The new DMS must be a comprehensive, cloud–native solution that enhances data ingestion and supports automated quality control, advanced analytics, robust reporting, and user accessibility. • Secure, scalable platform with a modern web interface, real–time data processing, extensive API integration, and full support for regulatory reporting and audit readiness. • End–to–end replacement of the legacy Microsoft SQL server database and all phases from requirements of finalization and system design through development, data migration, testing, deployment, training, and post–launch support. • Modernizing Infrastructure: Transition to a modern, secure, scalable, and resilient cloud–native platform on Microsoft Azure. • Data Migration: Migrate all historical ambient, meteorological, QA, and metadata successfully from the legacy Microsoft SQL Server database into the new DMS with verified integrity. • Data Entry: Provide centralized database management Samples and environmental field data entry. • Data Archiving and Storage Capacity: Establish a process for continuous data archiving and addressing database storage capacities. • Cloud–based access without requiring a VPN • Mobile and tablet–friendly interface or dedicated mobile app • Integration to Snowflake and/or Microsoft Fabric • Integration with Microsoft M365 to use: Excel, Word, Outlook, Teams, Loop, PowerPoint, Planner, Task, Microsoft Agents, GitHub, PowerBI • Integration with ESRI • Integration with Asset Management / Work Order System • Integration with Learning Management System (2) All the questions must be submitted no later than February 3, 2026.
