(1) Vendor needs to provide cloud–based community development permitting software.– Cloud–based permitting software solution to replace or upgrade the current permitting system.– The solution must support permitting, inspections, code enforcement, development projects, and planning workflows, while providing robust reporting, integrations, and public self–service.– Provide software, implementation services, data migration, training, and post–go–live support under a professional service.– Integrate with county systems including GIS, CRM, financial systems, document management, and Microsoft platforms.– Replace or upgrade the county’s existing permitting platform with a modern, cloud–based, configurable solution that improves flexibility, usability, scalability, and long–term sustainability.– Meet records retention, accessibility, cybersecurity, and public–sector compliance requirements.– Software configuration and data migration.– Go–Live and Post–Implementation Support.– Assist County staff with system deployment and go–live activities.– Describe use of embedded AI features and integration options with external AI application or permit processing tools.– Integrate the system with key County systems including GIS, SharePoint, Parcel Systems, CRM Kitsap1, Plan review editing systems, MS Power Platform, financial systems, and document storage and review platforms(2) All the questions must be submitted no later than February 13, 2026.
