A cloud-based client management software solution is required to support programs not funded with state multi-fund grants. The system must enable configuration of business rules, validations, required fields, conditional logic, and provide AI-assisted tools for data validation and duplicate detection in line with agency policy. Key features should include a client self-service portal for appointments, document uploads, and status updates; a centralized data repository with field-level customization, metadata management, and an integrated form builder. Robust data validation, deduplication, and secure document management (including versioning, tagging, retention, and legal holds) are mandatory, as is support for e-signatures and configurable templates.
The software must support detailed tracking and reporting functions, including time capture, service units, rate schedules, service codes, and payer rules. Configurable workflows are required for all steps of the case management cycle, such as intake, eligibility, assessment, service planning, approvals, referrals, follow-ups, and case closure, with all configuration elements—workflows, forms, roles, and the data model—to match agency requirements. API-based integrations should be available as needed. The successful provider will also handle complete data migration—including planning, mapping, extraction, transformation, loading, validation, and reconciliation—as well as a structured go-live plan with support and knowledge transfer. Ongoing support, scheduled upgrades, SLAs, and transparency regarding the software’s development roadmap are expected as part of the maintenance agreement. The initial contract term will be one year.
