(1) Vendor needs to provide cloud–based budget software.– Cloud–based Software–as–a–Service (“SaaS”) Solution to manage the entire budget lifecycle, including:– Capital Improvement Plan (CIP) development and management.– Operating budget formulation, submission, analysis, and document generation.– Performance measurement and program outcome tracking.– Budget Development and Management.• Real–time dashboards and outcome–based visualizations.• Centralized data access with robust querying and reporting tools.• Support for scheduled reports and notification triggers.• Summary/detail views for decision–makers and department users.• Ability to download datasets.• Application Programming Interface (API) access to all System data.– The hosted application System shall be a web–based system compatible with Windows 11 or later and shall be able to support HTML 5 or later.
