The government authority in Amesbury, Massachusetts seeks a qualified vendor to provide chief assessing consultant services. The selected consultant will oversee the general management and administration of the Assessing Department, focusing on supervising the ongoing analysis and inspection of property sales activities used to establish fair market values each year. Additional responsibilities include administering the appraisal system to ensure accurate annual property assessments, tracking and reviewing building permit activity, and performing annual data entry related to property changes and the establishment of new property values.

The consultant will coordinate and oversee GIS operations for the city, including managing GIS projects, quality control of applications, administering all GIS systems, and supporting the integration of GIS data with other information systems. Tasks also include appraising and supervising the appraisal of various property categories, conducting field inspections as necessary, and serving as a key point of contact for property owners, taxpayers, and members of the banking, legal, and development communities.

The consultant must assign, prioritize, and oversee daily clerical work, provide staff training and assistance, and contribute to the development, maintenance, and future expansion of the city's GIS data layers. This role is central to ensuring the consistent, equitable valuation of all property within the municipality.
