The vendor will provide end-to-end card production and image capture services. The scope includes the design, production, personalization, and delivery of physical cards.

- Must provide three references from clients who have obtained similar goods/services in the last five years
- Must provide Tax Compliance Verification number
- Must not be a U.S. Business (headquartered in U.S. with fewer than 250 employees in Canada)
- Must meet minimum technical threshold score of 70% (683/975 points) to proceed to demonstration
- Must meet minimum score of 75% (113/150 points) in demonstration stage to proceed to commercial evaluation
- Must comply with Occupational Health and Safety Act (OHSA) requirements
- Must maintain insurance coverage as outlined in the Agreement
