The Virginia State Corporation Commission (SCC) requires a comprehensive, cloud-based, commercial-off-the-shelf (COTS) solution to support the Bureau of Insurance (BOI) in performing its insurance regulatory, administrative, and payment processing functions. The solution must include design, business and technical architecture, technology components, development, testing, training, implementation, launch, stabilization, hosting, and ongoing operations and maintenance support. The contract term is anticipated to be five years with three one-year renewal options. The solution must support various BOI processes including licensing, investigations, consumer complaints, and revenue management.

KEY REQUIREMENTS

  • Must be organized as a single entity to act as the prime contractor
  • Must be registered in eVA to submit an electronic response
  • Must provide a cloud-based, commercial-off-the-shelf solution
  • Must provide a subcontracting plan if utilizing subcontractors
  • Must provide authorization to transact business in the Commonwealth of Virginia
  • Must provide a solution that meets the requirements defined in Exhibit B: Solution Requirements
  • Must provide a solution that complies with Commonwealth of Virginia information security and data privacy policies
