Bulk eMail and SMS Messaging Solution

Ireland is seeking a secure and efficient bulk email and SMS messaging solution to facilitate large-scale communications. The desired platform must enable the agency to send bulk emails and SMS messages both on scheduled intervals and in response to ad-hoc requests.

Key technical requirements include robust integration with the Office of the Government Chief Information Officer (OGCIO) RESTful APIs for interoperability, alongside native integration with Microsoft Dynamics 365 Online. The solution should support sending messages directly through Dynamics workflows or via Microsoft Power Automate, as well as allow communication with contacts outside of Dynamics through alternative contact lists.
