KEY REQUIREMENTS

Must be a Commercial off-the-shelf solution or Software-as-a-Service (SaaS) commercially available for at least three years
Must have been successfully implemented for a minimum of three customers
Must have successfully implemented the proposed solution for at least one government entity and performing for at least six months
Must provide a Project Manager that is Project Management Institute, Project Management Professional certified
Must be registered with the North Dakota Secretary of State
Must be registered as a supplier in NDBuys
Must provide a minimum 180 day warranty
Must maintain a complete statewide bridge inventory and be SNBI compliant

DESCRIPTION

The client is seeking a vendor to provide a comprehensive Bridge Management System (BMS) that streamlines bridge asset management and supports long-term operational efficiency while reducing costs. The need arises from increasing costs and operational constraints with the current BrM software and the desire to integrate bridge inspection data collected through the department's existing InspectX software into a new, compatible management system with minimal redundancy and data entry.

The proposed BMS should enable the department to develop cost-effective improvements and long-term investment strategies for the management of bridges, culverts, and other related assets, taking into account life cycle performance and budget limitations. The system must be able to maintain a statewide bridge inventory, import external bridge inspection data, and deliver robust analytic and reporting capabilities focused on bridge condition, deficiencies, and life cycle analysis. The contract duration will be for one year. All questions regarding this RFP must be submitted by June 3, 2026.
