Beverage Pouring Rights Services (Closed)

Seeking a provider for beverage pouring rights, vending machine management, and related merchandising and promotional rights for a district in California.

Submit a Letter of Interest with bidder's contact information, authorized signatory, primary contact, willingness to perform, compliance statement, firm and irrevocable offer for six months, and acknowledgment of public record.
Submit Bidder's Information & Operational Plan detailing how the Scope of Work will be satisfied.
Provide a Company Profile & Qualifications including history, key personnel resumes, experience in similar beverage service work for educational districts, explanation of suitability, local branch office resources, and financial statements for the past three to five years.
Submit a detailed Operational Plan for each District facility, including proposed machine locations, equipment types, product mix, total machine count, maintenance response times, and restocking schedules.
Complete and submit the Financial Proposal Form (Exhibit A).
Complete and submit the Business Profile Form (Exhibit B).
Submit a Certification of Non-Discrimination (Exhibit C).
Submit a Non-Collusion Affidavit (Exhibit D).
Provide a minimum of three verifiable references (Exhibit E), preferably from California public or private educational institutions or public agencies.
Complete and submit the Agreement to Terms and Conditions (Exhibit F), clearly identifying any requested edits.
Complete and submit the Iran Contracting Act Verification (Exhibit G).
Submit a current calendar year, properly executed IRS Form W-9.
Provide new, attractive beverage vending or other machines with the latest designs, matching color and style, and replace machines if constantly needing repair.
Offer carbonated, non-carbonated, bottled water, teas, isotonic, and new age beverages; alcoholic and energy beverages are prohibited.
Ensure all beverages are pre-approved by the District.
Use plastic, can, or paper containers only; glass containers are not permitted.
Allow 90% of product mix to be determined by the Contractor and 10% by the District.
Equip vending machines to accept nickels, dimes, quarters, dollar bills, card readers, and future 'one card' usage.
Conspicuously post a refund procedure at each vending machine location and process refunds within two business days.
Maintain Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate.
Maintain Automobile Liability insurance with minimum limits of $1,000,000 per accident.
Maintain Workers Compensation and Employer's Liability insurance with limits of not less than $1,000,000 per accident.
Ensure Contractor's insurance is primary and includes a waiver of subrogation.
Name the District and its Board of Trustees, officers, employees, agents, and volunteers as Additional Insureds.
Provide a Certificate of Insurance from insurers with a current A.M. Best's rating of no less than A:VII.
Conform to Section 508 of the Rehabilitation Act and WCAG 2.1, Level AA specifications for ADA compliance.
Comply with all applicable FCC regulations regarding advanced communications services.
Resolve accessibility issues immediately and indemnify the District from non-compliance claims.
